Although contemporary high-energy physics and the Standard Model have successfully provided mathematical parameters for the rest mass of elementary particles through the Higgs Mechanism, this phenomenological setup based on field coupling has consistently failed to explain, from the underlying ontology of micro-mechanics, why objects possess "Inertia"—the resistance to changes in their state of motion. This research proposes the "Topological Ontology of Inertial Mass," thoroughly discarding the traditional presumption of classical physics that views mass as solid "stuff" or an inherent fundamental scalar property. Based on the dual-vacuum architecture, this paper rigorously argues: elementary particles are by no means solid material corpuscles, but rather an "Information Deadlock" formed after wavefunctions encounter asynchronous truncation and spontaneous decoherence during their underlying compilation. This deadlock constructs a microscopic event horizon, with its outer shell rigidly encapsulating a small pocket of Absolute Vacuum (VA).
